Fallout 4 will not turn you into a serial killer (no game will), and it's got little-to-no sexual content in it. Fallout 4 is fun, it's got a good world built in it, and doesn't have too many really questionable acts (especially compared to previous games).This rating has been given because it features graphic violence, encouragement of gambling, and use of strong language.The adult-oriented story contains strong language and is designed to make mature players consider challenging concepts, including the societal, political, and technological consequences of an alternate history and future in which America fully embraced the power of the atom after the Second World War.

Can a 13 year old watch Fallout
There's also quite a bit of kissing (same & opposite sex) a sex scene, and some moaning. All in all, the Fallout is a great Drama, that's best left for older teens or maybe the sensitive ones can wait.
Why is Fallout 4 an 18 : Parents need to know that Fallout 4 is an exceptionally violent role-playing game for PlayStation 4, Xbox One, and Windows PCs. It's set in a post-apocalyptic future with first- and third-person combat involving guns, swords, grenades, and even miniature nuclear explosives.
While some 13 year olds could handle it, I would rather err on the side of caution and say that a 13 year old should not be playing this game.
But because of the sheer amount of gore and violence in this game, it cannot possibly be suitable for 14+. You shoot off enemies limbs one by one…. in slow motion, and watch them explode and get torn to pieces, blood shed everywhere… in slow motion.
