Leo (aka Leonardo) is the oldest of the Teenage Mutant Ninja Turtles. He was a street rat that hated humans and went into the sewers to scavenge for food. But instead of food, Splinter found four baby turtles that were covered in green ooze. Splinter rescued the Turtles and got some of the ooze on him, transforming him and the Turtles.

It is heavily implied that this version of Mikey has some form of ADHD. And, it was even stated in his original bio, confirming it.
