No it's not "Pay to Win". The Lord of the Rings Online has nothing "to win". There is "Pay for Convenience" where one can use Money and then LOTRO Points that also can go into other In-Game Currencies to achieve certain things. In-Game Currency can also be gained by everyone through doing Deeds.
All LOTRO Servers are Hosted in the USA. The most popular overall Server is Evernight (EU). The second most popular is Arkenstone (NA). If your playtime lines up more to 5 pm EST to 11 pm EST you'll want to be on Arkenstone.
