They added game 1 and 2 DLC to game 3 so that you can buy and use said DLC without having to buy game 1 and 2. If you for whatever reason don't want the content in said base games but do want the DLC.

Just owning the base game will get you access to the Mortal Empires campaign, but you will still be limited to playing as the factions you actually own – so you can't use the Wood Elves in ME until you buy the Realm of the Wood Elves DLC.
