Buy what you want, don't feel pressured to get a DLC that you don't want because there is 1 or 2 items certain in it… you can get good gear from every DLC.The seasonal artifact can be obtained for free however. season pass gives access to dungeon and season activity. artifact is free for all.
Can you play Destiny 2 without paying : Sure, you can play it, and you can even level up to max level, and you'll even get some endgame content. But forget about the story right away, and you'll run into blockages and dead ends here and there. There is alot to do in "free play" but you will need to own the dlcs to access more content for better rewards.

It is absolutely horrible without DLCs, without it u can only do very few strike map (small missions), u do not have access to weapons, classes, exotic armors and guns (exotic is the highest rank items).
